মিয়ানমারের রোহিঙ্গা জনগোষ্ঠীর বিরুদ্ধে মিয়ানমার সরকারের সামরিক অভিযান, নির্বিচার হত্যাকাণ্ড ও পোড়ামাটি নীতির মতো করে ঘরবাড়ি জ্বালিয়ে দেওয়ার কারণে লাখ লাখ মানুষ এখন বাংলাদেশে শরণার্থী হিসেবে আশ্রয় নিয়েছে। জীবনরক্ষার তাগিদে পালিয়ে আসা এসব মানুষের নিরাপত্তা, খাদ্য ও আশ্রয়ের প্রশ্নটিই এখন আশু বিবেচেনার বিষয়। আশ্রয় শিবিরে খাদ্যাভাবের আশঙ্কা এবং শরণার্থীদের যথাযথভাবে তালিকাভূক্তির অনুপস্থিতি একাদিক্রমে আশু ও দীর্ঘমেয়াদি সংকটের ইঙ্গিত বহন করে। শুরুতে দ্বিধান্বিত বাংলাদেশ সরকারের অপরিকল্পিত পদক্ষেপ শরণার্থী পরিস্থিতিকে আরও জটিল করে তুলেছে।

বিশ্বের অনেক দেশে এই সামরিক অভিযানকে 'গণহত্যা' বলে চিহ্নিত করে প্রতিবাদের ঝড় উঠেছে। কিন্তু মিয়ানমারের সেনাবাহিনী ও সরকারের অবস্থানে সামান্য পরিবর্তন ঘটেনি; উপরন্তু অং সান সু চি দাবি করেছেন, তাঁর সরকার সবাইকে ‘নিরাপত্তা' দিচ্ছে এবং পরিস্থিতি স্বাভাবিক আছে। সব স্বাভাবিক থাকলে যে মানুষ 'শরণার্থী' জীবন বেছে নেয় না, এটা বোঝার জন্য কাণ্ডজ্ঞানই যথেষ্ট। তদুপরি মিয়ানমার সরকারের আমন্ত্রণে ও তত্ত্বাবধানে আন্তর্জাতিক গণমাধ্যমের যেসব সাংবাদিক রাখাইন সফরের সুযোগ পেয়েছেন, মিয়ানমার থেকে তাঁদের পাঠানো প্রতিবেদনেই দেখা যাচ্ছে যে পুলিশের উপস্থিতিতেই বেসামরিক ব্যক্তিরা ঘরবাড়ি জ্বালিয়ে দিচ্ছে (জোনাথন হেডের প্রতিবেদন, 'বিবিসি রিপোর্টার ইন মিয়ানমার ‘A muslim village in was buring', বিবিসি, ৭ সেপ্টেম্বর ২০১৭)। মিয়ানমার সরকার এসব ধ্বংসযজ্ঞের দায় তাদের ভাষায় 'জঙ্গি'দের ওপরই কেবল চাপাচ্ছে না তা নয়, একই সঙ্গে শরণার্থীদের ভবিষ্যতে দেশে ফেরার ওপর কিছু শর্ত আরোপ করতেও শুরু করেছে।

রোহিঙ্গা অধ্যুষিত রাখাইন রাজ্য পরিস্থিতি উন্নয়নে মিয়ানমারের স্টেট কাউন্সিলর অং সান সূচী ২৪ আগষ্ট ২০১৬ গঠন করেন Advisory commission on Rakhine State. জাতিসংঘের সাবেক মহাসচিব ও নোবেল শান্তিপুরস্কার জয়ী ঘানার নাগরিক কফি আনানের নেতৃত্বে গঠিত ৯ সদস্যবিশিষ্ট এ কমিশন বিশ্বব্যাপী ‘আনান কমিশন' নামে পরিচিতি পায়। উক্ত কমিশন রাখাইন রাজ্যের পরিস্থিতি তদন্ত করে ২৪ আগষ্ট ২০১৭ রোহিঙ্গা সংকটের স্থায়ী সমাধানকল্পে ৮৮টি সুপারিশ সম্বলিত এক প্রতিবেদন পেশ করে। এরপর কমিশনের সুপারিশ বাস্তবায়নে ১২ সেপ্টেম্বর ২০১৭ মিয়ানমারের প্রেসিডেন্টের দপ্তর থেকে দেয়া এক বিবৃতির মাধ্যমে গঠন করা হয় ১৯ সদস্যের Committee for Implementation of the Recommendations on Rakhine State, আনান কমিশনের সুপারিশ যথাযথভাবে বাস্তবায়ন করা হচ্ছে কি-না এ বিষয়টি নিশ্চিত করতে সর্বশেষ ৮ ডিসেম্বর ২০১৭ মিয়ানমারের প্রেসিডেন্ট থিন কিয়াও পাঁচ বিদেশি মধ্যস্থতাকারীর সমন্বয়ে গঠন করেন ১০ সদস্যের একটি উপদেষ্টা কমিটি Advisory Team for the Committee for the Implementation of Recommendations of Rakhine State, এ উপদেষ্টা কমিটিতে কোনো রাখাইন প্রতিনিধি রাখা হয়নি।

রোহিঙ্গাদের মিয়ানমারে দ্রুত প্রত্যাবর্তনে বাংলাদেশের কৌশলগত অবস্থানঃ জাতিসংঘের সাধারণ পরিষদে বাংলাদেশের প্রধানমন্ত্রী শেখ হাসিনা রোহিঙ্গাদের মিয়ানমারে দ্রুত প্রত্যাবর্তনে এবং রোহিঙ্গা সংকট নিরসনে ৫ দফা প্রস্তাবনা রাখেন। এগুলো হলোঃ

• মিয়ানমারের সেনাবাহিনী কর্তৃক রাখাইনে সহিংসতা এবং জাতিগত নিধন বন্ধ করতে হবে।
• জাতিসংঘের মহাসচিব কর্তৃক মিয়ানমারের রাখাইনে এই ঘটনার সত্যতা যাচাইয়ের জন্য কমিটি গঠন করে একটি মিশন পাঠাতে হবে।
• জাতি, ধর্ম ও বর্ণ নির্বিশেষে সকল নাগরিকের জন্য মিয়ানমারে একটি নিরাপদ আশ্রয়স্থল গড়ে তুলতে হবে।
• রোহিঙ্গাদের মিয়ানমারে দ্রুত প্রত্যাবর্তনের জন্য কার্যকরী ব্যবস্থা গ্রহণ করতে হবে।
• কফি আনান কমিশন কর্তৃক প্রদত্ত সুপারিশ গুলো দ্রুত বাস্তবায়ন করতে হবে।

এছাড়া বাংলাদেশের স্বরাষ্ট্রমন্ত্রী ২৪-২৭ অক্টোবর ২০১৭ মিয়ানমারে গিয়ে সংশ্লিষ্ট ব্যক্তিবর্গের সাথে রোহিঙ্গা পূনর্বাসনের জন্য ফলপ্রসূ আলোচনা করেন এবং দুইটি চুক্তিপত্র স্বাক্ষর করেন। এখন পর্যন্ত বাংলাদেশে প্রত্যাবাসিত সকল রোহিঙ্গাদের সঠিক ও সুষ্ঠুভাবে পূনর্বাসনের জন্য একটি সুসমন্বিত প্রক্রিয়া চলছে।

Insurance policy is generally an integrated contract, meaning that it includes all forms associated with the agreement between the insured and insurer. This contract determines the claims which the insurer is legally required to pay. In exchange for an initial payment, known as the premium, the insurer promises to pay for loss caused by perils covered under the policy language.

In a developing country like Bangladesh, insurance companies are playing a very important role in the economy. Though insurance industry has very prospect in the economy but for some reasons it's totally failed to achieve its goal. If we want to know the reasons behind this then we should look forward the following according to Bangladesh General Insurance Company Ltd. In this report the major problems in performing insurance business has been classified into some major criteria which are social, economic, political, legal and other reasons. The actual problems are discussed in detail within these criterions.

There are many types of insurance, such as life insurance, fire insurance, motor insurance, health & accident insurance, marine insurance etc. Now, challenges and prospects of ensuring the insurance policy for all in Bangladesh is given below:

Challenges of ensuring insurance policy in Bangladesh:
Social Challenge:

A vast majority of people especially in rural areas are left outside the insurance coverage. This mainly results from the unawareness among the people. Even a large portion of people don't have the minimum idea of insurance. People are not aware of the benefits from the insurance policy and a great number of people believe that insurance business is nothing but cheating and assume that insurance policy is quite unnecessary. This negative attitude from the people is lessening the importance of absorbing insurance policy in a large extent.

Economic Challenge:
Bangladesh is one of the poorest countries in the world and most of the people in this country live under extreme poverty level. All of these people fight hard to earn their livelihood and are marginal in relation to the expenditure with the income. It is quite impossible for them to save some money for future need. Therefore they are quite unable to give the amount to the insurer which is called as premium and regarded as safety or precautionary measures against any accident. The number of people who can bear the premium to the insurance company is very few in regard to those mentioned above. Therefore the overall poor economic condition is creating obstacle to flourish the insurance business in Bangladesh.

Higher expenditure of business:
Growing cost of business is another problem that insurance companies are facing now a day. They urge that government tax, house rent, utility, commission fee, stationeries are growing day by day. But their businesses are not growing so fast with that rate. Besides this the policy holders are not willing to pay too much premium with growing cost that is hampering the strategies of insurance companies. So they are facing difficulties in running their business efficiently.

Prospects of ensuring insurance policy in Bangladesh:
As well as the challenge mentioned above, there are many good signs for the insurance business in Bangladesh. The factors that can facilitate the insurance business in our country are discussed below. These facts can be measured as the prospective fields for insurance business in Bangladesh.

Higher Growth of GDP:
The GDP of our country is increasing than the previous years which results in increase of per capital income. So this growing GDP and income holds bright prospects for insurance companies. The major problem is the incapability of our people to pay the premium charged by the insurance companies. With the growth in the income, more and more people are now willing to take an insurance policy for safeguarding themselves from any danger.

Increased population:
There is a big opportunity lies ahead for the insurance companies as the population of our country are increasing day by day. Although most of people of our country live under extreme poverty level and want to avoid insurance policy number of potential policy holders in Bangladesh is growing with growth of the population. There is some what relationship between growing populations with the number of public vehicle. As we know all public vehicle must have an insurance policy. So growing population also increase the motor insurance too. That is growth in population opens greater scope for every kind of insurance business that results in growing prospect for insurance companies.

New business's individual insurance
There are so many new businesses starting every day and manufacturing sector is booming with global demand. Every business is insured under an insurance company to protect its company from any kind of accident. Therefore growing industry, mill, factories are creating better scope for the insurance companies to flourish their business.

Despite some people's belief that money is the root of all evils, a world without money would be worse. It is wrong to think of all lenders of money as mere leeches, sucking the life's blood out of unfortunate debtors. Loan sharks may behave that way, but banks have evolved since the days of the Medici precisely in order to facilitate the movement of money from point A, where it is, to point B, where it is needed. Credit and debt, in short, are among the essential building blocks of economic development, as vital to creating the wealth of nations as mining, manufacturing or mobile telephony. Poverty, by contrast, is seldom directly attributed to the antics of rapacious financiers. It often has more to do with the lack of financial institutions, with the absence of banks, not their presence. It is only when borrowers have access to efficient credit networks that they can escape from the clutches of the loan sharks; only when savers can put their money in reliable banks that it can be channeled from the idle to the industrious or from the thrifty to the spendthrift. The evolution of banking system was thus the essential first step in the ascent of money.

a) The forerunner of modern central banks made its first appearance in England's Amsterdam, London and Stockholm.
